Don't allow the question asker to vote to reopen

We don't allow people to upvote their own posts otherwise they all would. It occurred to me the same restriction should apply to reopens.

I think it's OK for the asker to have a vote on reopening; they need 3k rep anyway..

    @EBGreen: To make sure that I understand this, if I vote once to close or open a post, and the post then becomes closed or opened, I can never again vote to close or open that post? If I voted to close, I can not later change my mind and vote to open if it becomes closed? (And vice versa?) I'm not objecting, just try to make sure I understand.

    @Cletus, that change went into effect last week and yes it is for close and open votes both.

    What's potentially more disturbing is that with 0 close votes currently on it, I try and vote to close and get "You have already (or previously) voted to close this question". When did this change happen? Does thsi apply to reopen votes as well? Meaning, can you vote to reopen a question more than once?

    Case in point: http://stackoverflow.com/questions/645237/as-a-programmer-what-single-discovery-has-given-you-the-greatest-boost-in-product.

    AFAIK this has been closed and reopened at least twice so it's basically 5 close votes vs 4 reopen votes (the author is an automatic 1).
