You do get these close/reopen wars on some questions. Another proposal calls for increasing the number of votes if this keeps occurring. Too hard and subjective imho.

A better solution is to simply say this: reputation is a measure of your commitment to the SO community. The content, standards, etc of that community are policed by the community so I suggest close/reopen go like this:

- 5 (or whatever the current number is) separate votes are required for a close or reopen. This doesn't change.
- IN ADDITION, those votes are weighted by either reputation or some function of reputation (eg a logarithm). As in it won't be reopened until 5+ votes are gotten that exceed the weight of the closed votes.

Still requiring 5 votes means Jon Skeet can't run around closing everything. :)
