Have per-question reputation cap instead of per-user-per-day
Instead of limiting the number of rep points that a user can earn in a day, limit the number of points that a user can earn on any given question. Perhaps 100 points/10 up votes is a good limit. Beyond that, additional votes only earn badges.

we tried this (see Jon Skeet's UV suggestion) and it made -- literally -- almost no difference. daily cap is incredibly powerful.
