Return offensive votes when post is removed

from here: http://stackoverflow.com/questions/572113/how-to-deal-with-repeated-abuse/572122#572122

I have an idea that might prevent abuse of the offensive flag and still allow users to have as many as they need in this case: Once a post is removed as offensive, the offensive votes are returned to the users. That way in this sort of rapid-fire situation the 'good guys' aren't stuck without ammo. (The potential abuse is a malicious user having 5 sock puppet accounts removing things as offensive without limit, but that would take more time to cultivate and operate than some two-bit drive-by spammer)

Personally I think as part of doing this offensive votes should cost rep and you get that back when the post reaches 5 offensive votes (as well as getting your vote back).
