add "stay open" / "stay close" links
The problem with the current "close/reopen" mechanism is there is no real debate for "not- quite-off-topics" questions.
Blatant off-topics ones are closed within 2 minutes, and this is fine.
But there is an issue with questions where the votes for closing come at a slow pace (sure sign that the question *may* stay open, yet is closed because eventually 4 or 5 moderators do not like it).
By the time 4 (or now 5) moderators vote for closing the question, no one is around for voting for opening it.
When someone start voting for closing, a link 'stay open' would allow to decrease the 'close' counter.
The same would apply for closed question: when one votes for opening, a 'stay close' would allow moderators who feel strongly about that question to keep it closed.
The general rules would stays UNCHANGED (x votes per day, no voting twice for opening/closing or for 'stay open/stay close' a question, and so on)
That would allow for the close/open debate to occurs in a much sorter time frame, and would reflect more accurately the choice of the community.
(as opposed to the "choice by default", because the rest of the community is no longer there to monitor the state of a question)
